Go to Start,Click my Computer, Rt click C Drive. Click Tool's.Click Properties. Click Check Now and let it run (will take a few minutes). After that click Defrag. This also may take a while. After all that's done, empty your trash ben.

sure... clean temp files, remove any unused programs, check for and remove spyware (malwarebytes.org), verify that you have plenty of free space on your Hard Drive, and defrag if needed.
other suggestions: If IE is slow, you can reset the browser removing the add ons (Tools, internet options, advanced, reset)
You may also look into increasing your page file size or adding RAM.
