No it is not. Flo is most likely right on the money. It is a Dell so it is proprietary. That is why I say Hooray for custom builds. I can build you a new PC that will be waaaay faster than your current PC for under $300.00 more than likely.

Most likely not. I believe Dell typically locks those settings out of the BIOS. If you have the typical Celeron cpu, you can upgrade it to an P4 for reasonably cheap, and then get faster memory for it also - I think the celeron has you locked at 266fsb, the p4 would unlock the 533 option in bios.
But for the price of all that - you can get a used working p4 system from craigslist for $100...
