Yes they are offering it free for one year for Windows 7 and Windows 8 users. I love the new Spartan browser that they have made for Windows 10. Thank God there is no more IE going forward!

Microsoft will offer free upgrade. Applies to Windows 7 and 8. I have checked out the tech preview and it is much better then 8 or 8.1.
