windows media player does the trick and torrents are your friend if you want illeagal no music is free and leagel

Soundcloud is a wonderful site for grabbing open source (public domain) music files in MP3 format. Also, if you are using Mozilla Firefox as a web browser, then you can use the FlashGot add-on to gather some music files from open source sites. When downloading music, be sure that they are NOT copyrighted.
Once you have a nice collection of music, try SongBird, a great alternative to iTunes. SongBird makes it easy to manage your music and has many add-ons to make the listening experience more enjoyable.
Using SongBird, you can burn your library of music to a CD with two mouse clicks. Always choose a slower write speed to ensure %100 clarity of the sound files.

amazon has about 4000 free mp3's you can download. and windows media player will let you burn them to a cd

there is no websites that I know of that allow you to do it via your browser. You'll need to use software to burn the cd.
