Place your mouse on the edge of the bar and it should change to an option that will let you resize it.

press and hold the left mouse button while your mouse is on the tool bar, drag it back to the bottom

I had the same problem once and I think I just clicked on the bar and drug it back to the bottom.. I think,
I got it back somehow....

runnin windows vista, hopin to get 7 for christmas, anyway my bottom bar is now a sidebar, how do i get that bugger where it belongs?
