Proper digital signature only applies to DRIVERS.
He needs to have administrators rights for his log in in order to uninstall a program. Or he can try to run AS ADMIN for control panel

Or it could be spy ware.

My son has a problem not being able to access files or install or remove programs he no longer needs, with out it saying he does not have the proper digital signature.

He can not update his virus protection or windows update.
