He'll use the "violent riots" as reason to resort to emergency measures. If you google the words "can the President deploy the National Guard on US soil" this is what comes back.

Yes, the president can deploy the National Guard, but it's not a simple, unlimited power. Under the Insurrection Act, the president can federalize the National Guard and deploy them in certain situations, such as foreign invasion, rebellion, or when the president is unable to execute federal laws with regular forces. However, the president cannot do this without a strong legal basis, and the governor of the state in question can still resist the deployment.

Since it was federal officers and federal property being attacked, I'd say the President is within his rights.
